Democratic Republic of Congo plans $18 billion budget and mobilizes 2.5 trillion CDF in revenues

Financial agencies in the Democratic Republic of Congo reported mobilising roughly 2.494 trillion Congolese francs (CDF) by 23 July 2026. The Directorate General of Taxes led with 1.544 trillion CDF, followed by customs duties at 944 billion CDF and other administrative revenues at 356 billion CDF. Public spending in the same period was 1.690 trillion CDF, but budget execution remained low, with only 24.3 % of payroll allocations disbursed and an overall execution rate of about 4.8 %.

Vice‑Prime Minister and Budget Minister Adolphe Muzito announced that the government aims for an $18 billion own‑revenue budget in 2027, rising to $40 billion by 2035. The target reflects a projected 14 % revenue growth in 2027, increasing to an average of 15 % through 2030, and eventually exceeding 17 % by 2035. Muzito called for “budgetary truth and responsibility” as the ten‑day budget conference in Kinshasa works toward drafting the 2027 finance bill.
