Overview
In early July 2026 the Congolese National Assembly passed a revised finance law that cut the budget by 7 % to roughly US$21.9 billion and relied on non‑tax receipts, while the Senate ratified trade accords with the UAE and an International Cocoa Agreement. The government then moved to broader legal reforms: on 20 July the Finance Minister Doudou Fwamba presented a bill to overhaul the 2014 fiscal, customs, para‑fiscal and exchange‑rate framework, proposing a single‑window revenue system, VAT adjustments, capital‑transfer safeguards, a fiscal‑stabilisation clause and sanctions to attract strategic projects such as the SICOMINES partnership, Inga dams and the Lobito corridor, and to align with the US strategic partnership ratified in December 2025.
The following day, Fwamba defended the proposal before the Senate, stressing that the new legal architecture would resolve divergent interpretations and customs disputes, making the DRC a proactive player in globalisation.
By late July, tax and customs agencies reported mobilising about 2.5 trillion Congolese francs, though budget execution remained low. Vice‑Prime Minister and Budget Minister Adolphe Muzito announced an $18 billion own‑revenue budget target for 2027, rising to $40 billion by 2035, with annual revenue‑growth goals of 14‑17 %. He called for “budgetary truth and responsibility” as the government prepares the 2027 finance bill.
