Democratic Republic of the Congo enacts new stock market law
The Democratic Republic of the Congo has promulgated Law No. 26/034 regarding stock markets, establishing the legal framework for a national capital market. Promulgated by President Félix-Antoine Tshisekedi Tshilombo and published in the Official Journal on September 2, 2026, the reform was spearheaded by Finance Minister Doudou Fwamba Likunde-Li-Botayi under the coordination of Prime Minister Judith Suminwa Tuluka.
The legislation aims to modernize the country's financial architecture by providing new medium- and long-term financing instruments. This structural shift is intended to diversify economic funding sources, mobilize domestic savings, and facilitate access to capital for both the state and private enterprises.
Following the law's enactment, the government is moving toward the operationalization of the Kinshasa Stock Exchange (KSE). Key upcoming steps include establishing an operational committee, activating the financial market regulatory authority, developing market infrastructure, and appointing a central securities depository. The first listings on the KSE are projected to occur between June and December 31, 2027.
