Deputy Pedro Lucas Fernandes backs fund guarantees for infrastructure
Deputy Pedro Lucas Fernandes (União‑MA) has introduced Bill 2427/26, which would allow Brazil's constitutional development funds for the North, Northeast and Central‑West regions, as well as the Northeast Development Fund (FDNE), to provide guarantees for credit operations aimed at large‑scale infrastructure projects. Currently these funds mainly grant direct financing; the proposal expands their role to cover credit risk and to participate in guarantee funds, thereby offering modern, lower‑cost financing tools for private investors.
Fernandes argues that the Northeast has unique conditions to become a global logistics hub and a renewable‑energy centre, but needs contemporary financial instruments to attract national and foreign capital. The bill would amend Law 7.827/89 and Provisional Measure 2156/01, and is slated for review by the National Integration, Development Regional, Finance and Taxation, and Constitution and Justice committees, with a possible direct vote in the Chamber. It must still be approved by both the Chamber of Deputies and the Senate to become law.
