Deutsche Bahn warns of billions‑euro overruns and 2031 opening delay for Stuttgart 21

The Deutsche Bahn (DB) now estimates that the Stuttgart 21 rail project will require an additional two to three billion euros, bringing total costs to roughly €11.3 billion. The original financing agreement from 2009 capped cost allocation at about €4.5 billion, and the project’s budget has risen sharply over the years.

The opening of the underground through‑station has been pushed back to the end of 2031, later than earlier targets of 2019 and a partial 2026 opening that was later cancelled. Baden‑Württemberg’s Minister‑President Cem Özdemir has called on DB to provide solid, transparent figures and a firm timetable, criticizing the recurring schedule changes and urging accountability for such large public‑sector projects.
