German rail cost pressures and ticket price rise

Overview

Stuttgart 21’s opening is now slated for the end of 2031 after a series of delays that pushed an interim target to the end of 2026. The project’s budget has ballooned from the original €4.5 billion contract to more than €11 billion, with some estimates reaching €14.5 billion. Financial pressures on the rail sector are intensifying. Following a European Court of Justice ruling that lifted regional track-fee caps, transport ministers from several German states have threatened to sue the federal government. They argue the resulting €800 million in additional costs for 2025–2026 “breaks the regional rail financially” and demand full compensation to prevent service cuts.

Operational costs are also reshaping the Deutschlandticket. Starting January 1, 2026, the monthly price is set to increase to €63. By 2027, pricing will transition from political negotiation to a formula-based model using a price index. This index is composed of personnel costs (55%), energy costs (20%), and other operating costs (25%). Under this model, the ticket price is expected to rise by approximately €3.40 to €66.40 in 2027. While federal and state compensation is frozen at €2.992 billion net until 2030, rising costs for personnel, energy, and maintenance, alongside staff shortages and municipal budget deficits, continue to threaten service reliability.

Social discounts remain non-uniform. The authority to implement concessions for seniors or low-income passengers rests with individual states and municipalities. For example, the Rhein-Ruhr area offers a “DeutschlandTicket Sozial” at €53, while Freiburg provides a rate of €38.
