Devon County Council seeks answers over stalled reorganization plans

Devon County Council leaders are demanding clarity from the UK Government following the suspension of local government reorganisation plans. The proposals aimed to replace Devon’s current two-tier structure with four unitary authorities by April 2028.

The Ministry of Housing, Communities and Local Government (MHCLG) suspended the national plans following legal threats from various councils. Consequently, preparatory work has been paused, including economic analysis and data consolidation projects. The council has applied for a judicial review, which would be triggered if the original proposals are resubmitted.

To date, Devon County Council has spent approximately £2.1 million on the reorganisation process, while full implementation is estimated to cost £100 million. Work commissioned to consultancy firm KPMG to establish a financial baseline and a data hub has also been suspended.
