Overview

The UK government has paused its local government reorganisation programme following updated legal advice indicating that certain plans may not comply with the law. The Ministry of Housing, Communities and Local Government (MHCLG) has initiated a comprehensive review to ensure the process is robust and aligns with the administration’s objective to ‘rewire the state’.

As part of this pause, the government has withdrawn decisions regarding the creation of new unitary councils in several regions, including Essex, Southend-on-Sea, Thurrock, Hampshire, Isle of Wight, Portsmouth, Southampton, Norfolk, and Suffolk. The review also encompasses pending decisions across 14 other areas, such as Cambridgeshire, Peterborough, West Sussex, Devon, and Gloucestershire.

Minister for local government, devolution and regional growth Jim McMahon stated the review aims to reduce the risk of ‘nugatory work’ if the government changes course. While many plans are suspended, the new councils for East Surrey and West Surrey remain unaffected as they are already established in law. Local authorities and business leaders have expressed concern over the decision, with some officials criticizing the pause as a waste of public funds already spent on consultants and preparation.
