Romanian Senate passes Integrity Law with amendments targeting Dominic Fritz and partners
On 5 August 2026 the Romanian Senate adopted the Integrity Law (Legea ANI) as a decisive step toward meeting a PNRR milestone. The bill passed with 105 votes in favour, eight against and seven abstentions. It introduces stricter incompatibility rules: any official for whom a definitive incompatibility or conflict‑of‑interest decision exists will lose the office or mandate within 30 days of the law’s entry into force. A second amendment expands asset‑declaration obligations to spouses, civil partners and cohabitants of high‑ranking officials, affecting 47 categories of public figures, including President Nicușor Dan’s partner Mirabela Grădinaru.
The provisions directly affect USR leader and Timișoara mayor Dominic Fritz, whose definitive conflict‑of‑interest ruling could strip him of his mayoral mandate. The law is tied to a €771 million EU fund tranche from the National Recovery and Resilience Plan, prompting the Social Democratic Party (PSD) to accuse the National Liberal Party (PNL) and USR of blocking the money to protect Fritz. PNL and USR have lodged a challenge to the law at the Constitutional Court, while USR members were split on the vote (11 in favour, six against). The Senate’s adoption moves the bill to the President for promulgation.
