Dominican Republic advances digital government with NORTIC standards and CAF partnership

The Dominican Republic marked the 20th anniversary of its NORTIC (Normas sobre Tecnologías de la Información y Comunicación) framework, which now guides 266 public institutions, has issued 774 certifications and comprises 14 active standards covering portals, open data, interoperability, security, AI and more. Edgar Batista, director general of the Office of Government Information and Communication Technologies (OGTIC), said the standards have made the public administration more efficient, interoperable and citizen‑focused.

At a regional forum in Mexico, Pablo Bello, digital‑transformation manager for the Development Bank of Latin America and the Caribbean (CAF), highlighted the country's strong international connectivity and the ambition of the Presidential Office of Information Technologies (OPTIC) to place digital transformation at the core of public policy. He noted ongoing talks for a CAF‑Dominican Republic alliance to reinforce both connectivity infrastructure and computing capacity, stressing that investment must go beyond fiber links to redesign production processes and close digital gaps.
