Dominican Republic advances digital government

Overview

Since early June 2026 the Dominican Republic has accelerated a suite of digital‑safety and government‑modernisation measures. Law 25‑26 created the national “Alertas RD” missing‑persons system with four alert categories—Amber (children), Silver (seniors), Blue (persons with disabilities) and Pink (women at risk of gender‑based violence). The same period saw the launch of a National Alert System for emergencies, a digital detainee registry and a Cybersecurity Assistance Center. In July, Decree No. 403‑2026 established a National Interoperability and Data Governance Framework, enabling more than 80 public bodies to exchange data securely; the Treasury’s digital payment platform recorded a historic transaction volume. On 20 July, Interior and Police Minister Faride Raful activated a protocol to block stolen or lost mobile phones, with 7,752 IMEIs validated for immediate black‑listing and a 15‑day SMS warning for active devices. The “Tranca Cero” platform, unveiled on 23 July, targets redundant bureaucratic steps, gathering over 1,000 citizen reports and issuing 95 corrective letters. The Office of Governmental Technologies reported 645 digital procedures on the GOB.DO portal, a Smart ID account used by 300,000 citizens, and digital signatures in more than 200 agencies. The Senate earned open‑data and social‑media certifications, while the Chamber of Accounts trained 390 local governments on fiscal‑accountability software. The tax authority announced a surge in electronic invoicing—1.859 billion e‑CF documents—and the simplification of 33 tax procedures, removal of 68 requirements, and plans for a virtual tax office and an exemption from a 30 % ITBIS withholding for electronic emitters. On 2 August the government marked the 20‑year anniversary of the NORTIC standards, now guiding 266 institutions, issuing 774 certifications and covering 14 active standards on portals, open data, interoperability, security and AI.
