Dominican Republic DGCP issues new public procurement regulations
The General Directorate of Public Procurement (DGCP) has issued Regulation DGCP-SNCP-06-2026 regarding the management of Framework Agreements and the Virtual Store. This new regulatory framework, established in compliance with Public Procurement Law 47-25, aims to modernize, accelerate, and increase transparency in the acquisition of frequently used goods and services by the public administration.
Under the new rules, the State will consolidate demand for common supplies—such as stationery, cleaning products, and general services—to negotiate competitive prices and establish unified technical specifications. Selected providers will be listed in a public electronic catalog. Public institutions will be able to conduct contracting directly or through simplified processes via the Virtual Store, which is intended to reduce bureaucratic delays and transactional costs.
The regulation seeks to achieve budget savings by leveraging economies of scale through grouped institutional demand. Additionally, the framework includes mechanisms to encourage the participation of micro, small, and medium-sized enterprises (MSMEs) through participation reserves. It also incorporates strategic figures such as Public Innovation Procurement (CPI).
