Dominican Republic public administration reforms

Overview

The Dominican Republic has introduced new regulatory frameworks to modernize its state administration and procurement processes.

In mid-October 2026, the government issued Decree 714-26 to regulate the coordination and strategic interest of the state’s digital infrastructure. This decree designates the Ministry of Public Administration (MAP) as the lead authority to supervise technological investments, prevent fragmented spending, and ensure data sovereignty and interoperability.

Following this, the General Directorate of Public Procurement (DGCP) issued Regulation DGCP-SNCP-06-2026. This regulation focuses on the management of Framework Agreements and a ‘Virtual Store’ to streamline the acquisition of common goods and services. The framework aims to increase transparency, reduce bureaucratic delays, and leverage economies of scale while encouraging participation from micro, small, and medium-sized enterprises.
