Dominican Republic adopts new Penal Code, igniting free‑speech concerns
The Dominican Republic is set to replace its 1884 criminal code with a new Penal Code that will take effect in August 2026. Among its provisions, article 208 criminalises defamation spread through media, digital platforms and social networks, imposing prison terms and fines.
Critics, including religious leaders, warn the measure could curb freedom of expression and hinder the reporting of abuse, corruption or other wrongdoing. Observers also note the reform highlights a broader challenge: many organisations continue to operate under outdated policies that fail to address modern technologies such as artificial intelligence.
