Dominican Republic implements national data‑interoperability framework

The Dominican Republic’s Executive Branch issued Decree No. 403‑2026, creating a National Interoperability and Data Governance Framework for the public administration. The framework standardises the secure, traceable exchange of data, electronic documents and events among central, decentralized and autonomous government entities, aiming to cut document duplication, streamline procedures and improve digital public services. The Ministry of Public Administration (MAP) will set standards, oversee compliance and coordinate the Interoperability Committee, while the Government Office of Information and Communication Technologies (OGTIC) will operate the technical platform and the Unified Interoperability Platform.

In parallel, the National Treasury’s digital Consultation of Payments and Liberations platform recorded a record 452,936 inter‑annual transactions, reflecting rapid adoption by suppliers and contractors. The tool provides real‑time access to payment status, reducing the need for phone calls or in‑person visits and enhancing transparency and efficiency in public procurement.

Both initiatives are part of a broader digital‑government transformation aimed at integrating public services, safeguarding personal data and strengthening trust in state institutions.
