Dominican Republic launches digital national detainee registry

The Dominican Institute of Telecommunications (Indotel) will invest RD$22 million to develop an electronic platform for the registration and operational control of police precincts and detainees. The agreement was signed by Indotel board chair Guido Gómez Mazara and Police National Director Major General Andrés Modesto Cruz Cruz, aiming to replace manual logs with a secure, auditable system. The platform will standardise procedures, integrate real‑time biometric identity checks with the Central Electoral Junta, and provide digital dashboards for roughly 700 police stations, allowing up to 30,000 users to monitor entry times, names, legal detention periods and custody conditions. Gómez Mazara said, “Esto cierra el ciclo manual respecto del registro de detenidos, los plazos de ley y todos los aspectos que la legalidad requiere.” Cruz Cruz added that the tool “fortalece… la confianza que nosotros, los miembros de la Policía, debemos brindarle al ciudadano.” The initiative is presented as a step toward greater transparency, reduced human error and stronger protection of citizens’ rights.

The system is expected to improve operational oversight, ensure compliance with legal deadlines, and offer a transparent mechanism for public and institutional scrutiny of detention processes across the country.
