Dominican Republic regulates state digital infrastructure

The Dominican Republic government has issued Decree 714-26, establishing the Regulation for Coordination and Strategic Interest of the State's Digital Infrastructure. This new legal framework aims to modernize the nation's digital landscape, improve public service quality, and strengthen cybersecurity.

Under the decree, the Ministry of Public Administration (MAP) is designated as the lead authority responsible for coordinating, evaluating, and supervising all strategic technological investments. The goal is to prevent fragmented spending, reduce the duplication of software and platforms across different institutions, and ensure that public resources are used efficiently.

A new Inter-institutional Technical Commission for Strategic Digital Contracting and Investment has been created to oversee these processes. This commission includes representatives from the Ministry of the Presidency, the Ministry of Finance and Economy, the Government Office of Information and Communication Technologies (OGTIC), and the National Cybersecurity Center.

The regulation also emphasizes data sovereignty and interoperability, requiring that technological solutions be portable and reversible to prevent institutions from becoming unfairly dependent on specific private providers.
