Dominican Republic warns of fraudulent Russian job offers used for military recruitment

The Dominican Republic's Ministry of Foreign Affairs (MIREX) has issued an official alert regarding fraudulent job offers in Russia. These schemes reportedly use social media and messaging apps to recruit citizens with promises of roles such as mechanics, cooks, or welders, offering salaries up to $3,000 per month. However, once individuals arrive in Russia, they are allegedly diverted into military service related to the conflict with Ukraine.

One high-profile case involves 28-year-old Juan Carlos Ávila Espaillat, who shared videos from a military hospital claiming he was recruited for the Russian Armed Forces after accepting an economic job offer. His family has requested government intervention to facilitate his return.

Dominican Foreign Minister Victor Bisonó met with Russian Foreign Minister Sergey Lavrov at the UN General Assembly to address these concerns. Lavrov instructed his ministry's Latin America and Caribbean department to follow up on the matter. MIREX has advised citizens to verify all employment offers, especially those managed exclusively through digital means, and has pledged to provide consular assistance and facilitate the safe return of nationals caught in these schemes.
