Russian recruitment of foreign nationals via human rights

Reports have emerged alleging that Russia utilizes human trafficking tactics to recruit foreign nationals for combat in the conflict in Ukraine.

In the Dominican Republic, the Dominican Human Rights Committee (CDDH) filed a formal complaint regarding a network that allegedly recruited over 150 citizens through false job offers for roles such as mechanics, welders, or drivers. Victims reportedly have their passports confiscated upon arrival in Europe and are subjected to coercive military training before being sent to the front lines in Russia and the Donbas region.

Amnesty International has corroborated similar patterns, accusing Russia of using fraud, deception, and the exploitation of economic vulnerability to recruit fighters from countries including Colombia, Cuba, Egypt, Somalia, and South Africa. The organization’s research, based on interviews with foreign nationals in prisoner-of-war camps, indicates that many recruits were lured with promises of civilian employment or citizenship. Many detainees reported that their mobile phones and passports were seized, and that military contracts were provided in Russian, a language many recruits could not understand.

A report released on September 10, 2026, based on interviews with prisoners of war in Ukrainian camps between 2024 and 2026, suggests these practices meet the criteria for human trafficking under the United Nations Palermo Protocol. Amnesty Secretary-General Agnes Callamard stated that the level of exploitation and coercion meets these criteria. The investigation found victims from Brazil, Colombia, Cuba, Egypt, Sri Lanka, Somalia, and South Africa were deceived by local agents or online advertisements for roles in construction, logistics, security, or IT. Many recruits received only approximately two weeks of insufficient basic military training before deployment.
