The government of the Democratic Republic of the Congo and the AFC/M23 rebel alliance have agreed to a roadmap for peace negotiations following discussions in Switzerland held from August 17 to 21, 2026. The talks, facilitated by Switzerland, the United States, Qatar, Togo, and the African Union, aim to implement the Doha Framework Agreement.

The new roadmap establishes a sequence of steps and timelines for negotiating outstanding protocols. Notably, the parties agreed that the order of these negotiations will not necessarily dictate the order of their implementation, allowing for progress on certain commitments while others remain under discussion. Additionally, a mechanism will be created to monitor progress and address implementation challenges.

To support the fragile ceasefire, a joint verification mission was deployed to South Kivu province on August 24, 2026. This team, consisting of Congolese officials, M23 representatives, and observers from the International Conference on the Great Lakes Region, will inspect sites in Minembwe, Uvira, and Kalehe. The mission aims to standardize the reporting of ceasefire violations amidst ongoing tensions and accusations of abuses in the mineral-rich eastern region.
