DRC conflict deepens: Rwanda troops, mining tax dispute
Overview
Violence in eastern Democratic Republic of Congo continued to expand through July 2026. A military court in Beni sentenced three FARDC officers to death for desertion and handed long prison terms to two former militia fighters, underscoring a crackdown on army discipline. In Ituri, the Association for the Protection and Development of Families reported that the army detained civilians in Mungamba on accusations of holding ADF‑required tax tokens, demanding $500 for their release and prompting a UN call for protection. Clashes around the strategic Point Zero area – spanning Uvira, Fizi and Mwenga – intensified as an AFC/M23 coalition linked to the Twirwaneho group fought FARDC, killing more than 50 civilians since mid‑June and displacing thousands to Baraka. The DRC lodged a fresh genocide complaint against Rwanda at the International Court of Justice in mid‑July and filed separate communications with the ICC and Belgian prosecutors accusing members of the ruling elite of crimes against humanity. Analysts identified a surge in foreign weaponry among rebel forces, including Chinese‑made small arms and mixed‑origin drone components. Russian officials accused Ukrainian mercenaries of supporting M23, a claim denied by Kyiv. President Félix‑Antoine Tshisekedi ordered the removal of security forces from illegal mining sites and warned against heavy‑handed revenue enforcement that could deter investors. He later issued directives limiting aggressive tax and security raids on mines amid a high‑profile dispute with Glencore over unpaid taxes at the Kamoto and Mutanda copper‑cobalt complexes, while a U.S.-backed consortium, Orion Critical Minerals, negotiated a stake in the same assets. Despite a U.S. deadline of 15 July for the withdrawal of Rwandan Defence Forces, roughly 14,000 Rwandan troops remained in North‑Kivu and South‑Kivu, continuing logistical and combat support to the M23 rebels and controlling key mining sites such as Rubaya.
