DRC and Rwanda agree to enhance monitoring of Washington Accords

The Democratic Republic of the Congo (DRC) and Rwanda have agreed to advance two initiatives aimed at strengthening the monitoring and verification of the Washington Accords. This decision followed the sixth meeting of the Joint Security Coordination Mechanism (JSCM), held on August 12–13, 2026, at the U.S. Mission in Geneva.

The meeting included representatives from the DRC and Rwanda, alongside observers and mediators from the United States, Qatar, Togo (acting as an African Union mediator), and the African Union Commission. The parties have requested that the United States review the two new initiatives and provide feedback during the next JSCM meeting.

Additionally, the two nations have scheduled a trilateral planning conference for October 2026. This meeting is intended to result in a revised order of operations to better coordinate security efforts and improve the implementation of their security commitments. The DRC also reported on its progress regarding the disarmament and reintegration of FDLR fighters.
