DRC and Rwanda tensions rise amid unified international calls for military withdrawal

Diplomatic pressure is mounting on Rwanda regarding the conflict in the eastern Democratic Republic of the Congo (DRC). The United Nations Security Council, the African Union, and the United States have reached a rare consensus, demanding that Rwandan forces withdraw from Congolese territory and cease support for the M23 rebel group.

In response to the ongoing instability, Congolese officials, including Minister of Regional Integration Floribert Anzuluni and High Representative Sumbu Sita, have launched a diplomatic offensive across Africa and Europe. They have consulted leaders in Togo and Angola to propose a new roadmap focused on the voluntary disarmament, cantonment, and repatriation of armed groups, specifically targeting the neutralization of the Democratic Forces for the Liberation of Rwanda (FDLR).

However, significant strategic gaps remain between Kinshasa and Kigali. Rwanda has rejected the proposed Congolese protocol, insisting instead on strict adherence to the Luanda process and Washington engagements. Kigali views the FDLR as an existential security threat and accuses the Congolese army of complicity with rebel forces, a claim Kinshasa denies.
