DRC government launches merit-based selection for state enterprise managers

The Democratic Republic of the Congo's Suminwa government has launched a competitive selection process to appoint public managers for fifteen state-owned enterprises. This initiative, led by the Ministry of Portfolio, aims to replace political quota systems with a merit-based approach focused on competence and technical transparency.

Targeted companies include SNEL, REGIDESO, RVA, ONTRA, and SNCC. The recruitment process is open to candidates aged between 25 and 70, with applications being accepted online through the official ministry portal until August 14, 2026.

The selection involves four rigorous elimination stages: eligibility verification, professional background analysis, a written examination of analytical and reasoning skills, and a final interview before a panel of experts to assess technical and managerial capabilities. Following these evaluations, a ranked report will be submitted to the President of the Republic for final appointments via presidential ordinance.
