DRC pushes digital overhaul of public finance and adopts budget‑program for 2028

President Félix Tshisekedi met with IGF chief Christophe Bitasimwa on 23 July 2026, endorsing the institution’s new 2026‑2028 strategic plan. The plan seeks to replace manual financial controls with a digitised, data‑driven system that continuously monitors all state‑generated financial flows, aiming to improve transparency, accountability and real‑time oversight.

From 13 to 23 July 2026, the Ministry of Budget organised performance conferences in Kinshasa, involving 61 of 64 public administrations. Participants reviewed 161 programmes, 624 actions and more than 1 600 performance indicators to prepare a budget‑program to take effect on 1 January 2028. The process showed increased use of new strategic objectives and socio‑economic indicators, while highlighting challenges such as credit concentration, weak program strategies and the need for capacity‑building among technical staff.
