DRC digital public finance overhaul

On 23 July 2026 President Félix Tshisekedi met IGF chief Christophe Bitasimwa and endorsed the institution’s 2026‑2028 strategic plan, which seeks to replace manual financial controls with a continuous, data‑driven monitoring system for all state‑generated flows. From 13 to 23 July the Ministry of Budget organised performance conferences in Kinshasa, reviewing 161 programmes, 624 actions and more than 1 600 indicators to prepare a budget‑program that will take effect on 1 January 2028. The process showed greater use of strategic objectives and socio‑economic indicators, while flagging challenges such as credit concentration, weak programme strategies and the need for capacity‑building among staff.

A week later a budget‑monitoring report released on 10 July highlighted that DRC personnel expenditures were close to forecasts (91.4 % of the linear forecast), but overall budget execution had reached only 45.8 % by the end of April 2026, with investment spending lagging sharply. Execution varied by sector, reaching 81.3 % for education but only 22.6 % for health and 16.7 % for economic affairs. In the same period Benin announced a circular mandating progressive digitisation of administrative documents across state services, aiming to cut operating costs and reduce the public sector’s carbon footprint.
