DRC Senate approves $21.9 bn budget amendment and advances anti‑corruption law

The Senate of the Democratic Republic of Congo declared the 2026 budget amendment bill admissible, approving a revised budget of 21.9 billion USD. The amendment reduces the total budget by 7.4 % and reflects a 42 % drop in external resources, while domestic revenue rises by 6.9 %. The revised plan allocates additional funds for salaries, transfers, investment projects, and exceptional expenses, and includes the first tranche of Eurobonds worth $650 million.

Separately, the Congolese government is moving toward a new anti‑corruption law after the draft was adopted by the Council of Ministers. In a meeting with the UN Global Compact, Justice Minister Guillaume Ngefa Atondoko Andali highlighted that roughly 75 % of the UN Global Compact’s recommendations have been incorporated. UN Global Compact director Jessica Webe praised the collaboration, and business leader Hugues Boketsu Efole said the legislation will boost investor confidence and improve governance.
