Rio de Janeiro cities boost security forces and launch new safety pact

In Niterói, a public signing of the "Pacto pela Segurança" was held at the Clube Português, bringing together civil‑society leaders, security experts and political figures such as gubernatorial candidate Eduardo Paes and Senate candidates Pedro Paulo and Benedita da Silva. The pact, conceived by police delegate Leonardo Affonso, calls for treating public safety as a state policy.

The municipality also graduated 80 new municipal guards, expanding its force after a competitive selection that attracted over 70,000 applicants. Mayor Rodrigo Neves highlighted the integration of these guards with state police and federal agencies.

A second phase of the "Pacto Niterói Contra a Violência" was launched, outlining 35 programs through 2030, including body‑camera use, a municipal Disque Denúncia base, and further guard expansion.

In Duque de Caxias, the municipal armed guard began patrolling with 141 agents and 22 vehicles, aiming to reach 500 personnel by September. The force will focus on vehicle theft, street robberies and cargo theft, operating alongside state police.

Separately, hotel association HotéisRIO met Police‑Military Secretary Colonel Sylvio Guerra to discuss Copacabana security and the expansion of the "Segurança Presente" program for the summer tourist season. Niterói also showcased its innovation district at Rio Innovation Week, emphasizing the city’s broader development agenda.
