Rio–Duque de Caxias security cooperation expands

The municipal security partnership between Rio de Janeiro and Duque de Caxias, launched in early July 2026, continues to grow. Duque de Caxias’ Municipal Force, initially fielding 141 armed guards and 22 vehicles, has maintained patrols focused on vehicle theft, street robberies and cargo theft. By early August, the force announced a target to expand to 500 personnel by September, reinforcing its integration with state police.

The cooperation was highlighted alongside a broader regional security push when neighboring Niterói signed the "Pacto pela Segurança" in early August. The pact, endorsed by local political figures and civil‑society leaders, includes the graduation of 80 new municipal guards and a multi‑year program of 35 initiatives, such as body‑camera deployment and a municipal hotline. While Niterói’s initiatives are distinct, they underscore a shared emphasis on municipal guard expansion and coordination with state and federal agencies across the Rio de Janeiro metropolitan area.

Together, the ongoing weapon donation, training programmes, and the scaling of municipal forces illustrate an escalating, coordinated effort to strengthen public‑safety capabilities throughout the region.
