Dutch forensic psychiatric care system faces increasing pressure
Legal experts Willem Jan Ausma and Job Knoester have highlighted growing systemic issues within the Dutch forensic psychiatric treatment (tbs) system. Knoester notes that the system is becoming increasingly strained due to a shortage of beds, specialized practitioners, and follow-up facilities.
These shortages result in individuals waiting in detention long after their prison sentences have expired before they can begin required treatment. Additionally, the average duration of treatment is increasing. Knoester expressed concerns regarding the effectiveness of treatment when combined with long prison sentences, suggesting that extended incarceration can cause individuals to withdraw socially, which contradicts the openness required for successful psychiatric rehabilitation.
While incidents involving individuals under forensic supervision receive significant public attention, Knoester emphasizes that most supervised leave occurs without incident. He argues that for the system to remain viable, society must accept a degree of risk and provide sufficient reintegration opportunities and differentiated care options.
