Dutch Ministry seeks to involve pension funds in housing projects

The Dutch Ministry has announced a partnership with five major pension funds, including ABP, PFZW, bpfBOUW, PME, and a housing corporation fund, to increase investment in residential construction. This initiative is part of an Action Plan for Accelerating Housing Construction, which aims to involve these funds more frequently in housing projects through specific middle-rent deals.

While the total amount of the 60 billion euro pool to be invested remains undisclosed, the government intends to use tax incentives, such as reducing transfer tax for investors from 8 to 7 percent in 2027, to encourage participation. The package is estimated to provide approximately 28 billion euros in additional investment space.

However, the De Nederlandsche Bank (DNB) has previously cautioned that increasing pension fund investment in Dutch real estate could negatively impact the balance between risk and return. The regulator noted that pension funds already hold about one third of their domestic real estate investments in the Netherlands, which may exceed the level of diversification recommended by the DNB.
