Dôvera and Union advance merger plans in Slovakia
The Slovak health insurance market is undergoing a major structural shift as private insurers Dôvera and Union move forward with a planned merger. Dôvera, a member of the Penta investment group, and Achmea, the Dutch owner of Union, have submitted applications for pre-notification to the European Commission and requested approval from the Health Care Surveillance Authority (ÚDZS) to acquire 100 percent of Union's shares.
Matúš Jurových, Director General of the state-run Všeobecná zdravotná poisťovňa (VšZP), stated that the acquisition will not fundamentally impact VšZP's operations but will intensify competition. He noted that once the merger is complete, the market will effectively consist of two major players: the state insurer and one large private insurer, both holding approximately equal numbers of policyholders.
Martin Kultan, CEO of Dôvera, described the regulatory filings as a significant milestone in the process. The merger aims to create a stronger foundation for the development of health insurance in Slovakia. Officials expect responses from the necessary authorities within several months.
