Eastern Caribbean leaders urge EU to protect citizenship‑by‑investment revenues

Heads of government from Dominica, Saint Lucia, Antigua and Barbuda, Grenada, Saint Kitts and Nevis and Saint Vincent and the Grenadines met in Roseau, Dominica on 10 July 2026. Chaired by Dominican Prime Minister Roosevelt Skerrit, the leaders reviewed the European Commission’s revised visa‑suspension mechanism that threatens their citizenship‑by‑investment (CBI) programmes, which currently fund climate‑resilience projects, healthcare, infrastructure and other vital services.

The ministers stressed recent reforms, including the creation of the Eastern Caribbean Citizenship by Investment Regulatory Authority, to improve due‑diligence and transparency. They announced a coordinated high‑level mission to Brussels to engage the EU Commission President, Council President and High Representative, seeking safeguards for CBI revenues and alternative financing arrangements that would preserve economic stability in the small‑island states.
