OECS‑US migrant intake, EU visa pressures on Caribbean CBI

Overview

Since late June 2026 the OECS began limited talks with the United States about accepting up to ten non‑criminal third‑country nationals and refugees annually, while Antigua and Barbuda negotiated with the EU over its citizenship‑by‑investment (CBI) programme. OECS chair Gaston Browne called for a coordinated CARICOM response. On 13 July the United States, Canada and the EU announced tighter oversight of Caribbean CBI schemes, lengthening processing times and tightening due‑diligence. OECS heads met on 10 July in Dominica, creating an Eastern Caribbean CBI Regulatory Authority and planning a Brussels mission to safeguard CBI revenue for climate‑resilience, health and infrastructure projects. Antigua’s parliament adopted a 12‑point framework on 14 July for any US‑led transfer of third‑country nationals, capping arrivals at ten for 2026 and placing all costs on the United States.

The Antiguan government reiterated support for the CBI programme on 16 July, with Director General Maurice Merchant stressing its stringent screening—some applications taking up to 24 months—and promising to present detailed evidence of due‑diligence to EU officials while continuing regional dialogue.

On 29 July Nevis Premier Mark Brantley urged the OECS and CARICOM to adopt a common stance against the EU ultimatum, warning that loss of CBI revenue would pose an existential threat to the Eastern Caribbean economies.

Later that month U.S. officials escalated pressure by labeling Antigua and Barbuda a “failed state,” issuing permanent visa denials and requiring a refundable US$15,000 cash bond for travel requests. The move threatens the island’s visa‑free access to the United States and raises the prospect of losing the EU’s visa‑free regime, intensifying anxiety expressed on social media and among regional leaders.
