Ecatepec water supply: Supreme Court mandates 100 liters daily per person
The Supreme Court of Justice of the Nation has issued a ruling mandating that the government of Ecatepec guarantee a minimum of 100 liters of potable water per person daily. The decision follows legal challenges from residents of the Quinta Zona who have faced irregular supply and poor water quality since 2021.
Crucially, the Court determined that residents cannot be denied this human right based on a lack of formal service contracts, proof of residence, or property titles, noting that such requirements disproportionately affect those in marginalized areas and irregular settlements. While water trucks (pipas) may be used as an immediate measure, the Court emphasized that they are not a sufficient long-term solution and that authorities must prioritize repairs to the hydraulic network.
In response, Mayor Azucena Cisneros Coss stated that the administration is prepared to meet the mandate. She noted that water coverage through the municipal network has increased from 30% to 70% during her term. The municipal government has reported an investment of over 1,785 million pesos in water and drainage infrastructure. Additionally, the municipality has implemented a continuous road repair program, reporting over 57,000 potholes repaired since early 2025 to improve local conditions.
