Ecuador approves new Civil Aviation Law to modernize sector

Ecuador's National Assembly has approved a new Organic Law of Civil Aviation, passing the measure with 88 votes in favor, 60 against, and two abstentions. The legislation unifies previous aeronautical codes to modernize the sector and implement an ‘open skies’ policy intended to increase connectivity, routes, and frequencies.

Key provisions include a 50% discount on airfares for senior citizens over 65 and persons with disabilities for both domestic and international flights. The law also allows for the exceptional delegation of airport services to private companies if the State lacks the technical or financial capacity to manage them. Additionally, the law introduces regulations for drones, requiring registration for those weighing 250 grams or more.

The reform shifts aeronautical policy leadership to the relevant ministry while the Directorate General of Civil Aviation (DGAC) retains technical authority. It also mandates that municipalities managing airports must sign concurrent management agreements with the central government. While supporters argue the law will boost tourism and employment, opposition members raised concerns regarding national sovereignty and the potential loss of control over strategic infrastructure.
