Ecuador establishes interinstitutional cabinets under Decree 449
The Ecuadorian government issued Decree 449 to create interinstitutional cabinets that bring together ministries, secretariats, the public bank, the IESS and other agencies. The cabinets are organized into six policy axes – Security, Infrastructure and Energy, Economic Productive, Social, Revenues and Public Bank – and are intended to improve coordination and accelerate decision‑making without hiring additional staff.
The reform follows two recent reconfigurations of the state apparatus in 2025 and earlier this year, which merged and absorbed public entities. Officials cite a 50% execution rate of the Annual Investment Plan in the first half of the year as an early sign of progress, but stress that success will depend on clear performance indicators, accountability and tangible results for citizens.
