Overview

In July 2026 President Daniel Noboa declared a “war” on organized crime, launching the National Integrated Security Plan 2025‑2029 and creating specialised military tribunals. He confirmed the promotion of five army colonels to brigadier generals and reaffirmed the “Shield of the Americas” trilateral security pact with Colombia and the United States, alongside bilateral energy‑border deals with Colombia and Peru that set a provisional electricity tariff and a future natural‑gas supply.

Domestically, Noboa faced political friction over the suspension of the Correísmo movement, criticism of the Amigo organization, a revocation petition before the Electoral Tribunal and a high‑profile probe into the PROGEN contract. Ahead of regional elections he unveiled further public‑investment projects, notably a new Olympic stadium in Quito and extensions of the Quito Metro.

On 24‑25 July, during Guayaquil’s 491st anniversary, he announced a new segment of the Fifth Bridge in the city’s south and a park in the Monte Sinaí area.

The same day the government issued Decree 449, creating interinstitutional cabinets that bring together ministries, the public bank and other agencies under six policy axes – Security; Infrastructure and Energy; Economic Productive; Social; Revenues; Public Bank – to accelerate decision‑making. Officials cited a 50 % execution rate of the Annual Investment Plan in the first half of the year as an early sign of progress.
