Ecuador implements school security plan and infrastructure updates

Ecuador is launching the ‘Plan Escudo’ (Shield Plan) as 1.7 million students return to classrooms in the Sierra and Amazon regions. The government has authorized the National Police to enter schools to conduct searches for weapons and drugs to protect the educational community from organized crime.

Under this strategy, police interventions will occur either at the direct request of school administrators or in areas previously identified by the state as high-risk. The plan targets 33 vulnerable cantons across eight provinces. While authorities defend the measure as a necessary defense against narcotics and common crime, the policy has sparked debate regarding the privacy and rights of minors.

Simultaneously, the Ecuadorian education system faces significant structural challenges. The Ministry of Education has announced approximately $50 million for infrastructure, maintenance, and emergencies for 2026. However, the country continues to struggle with long-standing issues regarding school repairs, connectivity, and basic services.

To address modern technological shifts, the Ministry is implementing artificial intelligence training for 167,000 teachers and aims to increase institutional connectivity from 42.84% in 2024 to 61.99% in 2025. Despite these efforts, UNICEF estimates that 267,000 children and adolescents remain in vulnerable situations.
