Overview

The Ecuadorian government has introduced several initiatives aimed at child welfare, security, and development.

In late August 2026, the state launched ‘Plan Escudo’ (Shield Plan) to secure schools in the Sierra and Amazon regions as 1.7 million students returned to classes. Developed by the Ministry of Labor and Human Development with support from international organizations like UNICEF and the World Bank, the plan focuses on children from gestation to age six. It is structured around nine axes and five strategic pillars, including health, nutrition, early learning, and protection.
