Overview
The Ecuadorian government has introduced several initiatives aimed at child welfare, security, and development.
In late August 2026, the state launched ‘Plan Escudo’ (Shield Plan) to secure schools in the Sierra and Amazon regions as 1.7 million students returned to classes. This plan authorizes the National Police to conduct searches for weapons and drugs in high-risk areas and vulnerable cantons to combat organized crime. Alongside these security measures, the Ministry of Education announced $50 million for infrastructure and maintenance, while also implementing artificial intelligence training for teachers and aiming to improve institutional connectivity.
Following this, the administration of President Daniel Noboa approved the National Early Childhood Plan. Developed by the Ministry of Labor and Human Development with support from international organizations like UNICEF and the World Bank, the plan focuses on children from gestation to age six. It is structured around nine axes and five strategic pillars, including health, nutrition, early learning, and protection.
