Ecuador President Daniel Noboa Denounces Sucre Treaty, Plans US Visit

President Daniel Noboa of Ecuador signed Decree 430 on 23 June 2026, formally withdrawing Ecuador from the Treaty Constituting the Regional Compensation System (Sucre). The treaty, signed in 2009 by the leaders of Bolivia, Ecuador, Nicaragua, Honduras and Venezuela, was intended to reduce reliance on the U.S. dollar for cross‑border payments. The denunciation follows a process begun by former President Guillermo Lasso in 2022, a Constitutional Court approval, and a May 2026 National Assembly vote. The Sucre system had been linked to investigations involving former Venezuelan minister Alex Saab and alleged money‑laundering of campaign funds.

In parallel, Noboa issued Decree 429 to formalise an official state‑funded trip to the United States from 24 to 27 June 2026. The delegation aims to strengthen bilateral ties, attract investment, enhance security cooperation and engage the Ecuadorian diaspora. travel expenses for the president will not use public funds, though costs for the accompanying officials will be covered by the state. This marks his fifth US visit in 2026, following earlier trips to Miami for the “Escudo de las Américas” summit and meetings with senior U.S. defence and security officials.
