Ecuador President Daniel Noboa expands security ties, promotes military ranks and confronts political controversy

Ecuador is confronting a multidimensional security crisis, with homicide rates of 23 murders per day and rising concerns over weapon trafficking, which officials say now drives lethal violence. President Daniel Noboa has declared a “war” on organized crime, rolling out the National Integrated Security Plan 2025‑2029, creating specialised military tribunals and promoting five colonels to generals.

Noboa also announced a trilateral security partnership linking Ecuador, Colombia and the United States, and a new “Shield of the Americas” framework for joint border and intelligence operations. He agreed on bilateral energy and border‑security deals with Colombia and Peru, including a binational electricity tariff and plans for Peruvian natural‑gas supply.

Domestically, Noboa has faced political friction over the suspension of the Correísmo movement, criticism of the Amigo organization, a revocation petition filed with the Electoral Tribunal and a high‑profile corruption probe involving the PROGEN contract. He also outlined major public‑investment projects ahead of regional elections, such as a new Olympic stadium in Quito and metro extensions.
