Ecuador President Noboa Makes National Security Plan 2025‑2029 State Policy

President Daniel Noboa signed Executive Decree 448 on 14 July 2026, formalising the National Integral Security Plan 2025‑2029 as a public‑policy of the state. The plan, approved earlier by the Council of Public and State Security (COSEPE), creates a unified strategy to combat organized crime, illegal mining, drug trafficking and other threats, and is presented as part of the government’s declared internal armed conflict.

Implementation will be coordinated by the Presidency, the Ministries of the Interior, Defence and Foreign Affairs and Human Mobility, the National Intelligence Centre and the National Risk Management Secretariat. The document sets seven strategic goals, including expanding territorial control, restructuring the penitentiary system, strengthening democratic institutions, protecting essential services and natural heritage, and balancing resources between development, security and defence. It also emphasizes international cooperation to fight transnational organized crime.

Human‑rights groups have criticised the plan’s militarised approach, warning of possible arbitrary arrests and extrajudicial actions, which the government rejects as necessary to restore stability.
