Ecuador President Daniel Noboa Launches Tax Digitization and Cuts Ministries

President Daniel Noboa issued Executive Decree 398, reforming Ecuador’s tax‑regime regulations to upgrade identification, marking, authentication and traceability tools for goods and services. The decree introduces physical and digital security components, allowing the tax authority (SRI) to track products and certain digital services, aiming to curb evasion, fraud and illicit activities such as money‑laundering.

In a separate move, Noboa announced the reduction of the cabinet from 14 to 10 ministries, merging portfolios to streamline administration, cut public spending and boost efficiency. The restructuring creates new ministries such as Economic Development and Production, Infrastructure and Technology, and Labor and Human Development, and includes plans for a digital citizen portal, electronic signatures and a single‑window service.

Noboa also confirmed his attendance at the 56th OAS General Assembly in Panama (22‑24 June 2026), marking his second visit to the country this year. Additionally, he ruled out political alliances for the upcoming 2026 regional elections, stating his party Acción Democrática Nacional will run its own candidates.
