Ecuador President Daniel Noboa Merges Ministries, Forms Labor and Human Development Ministry

On 19 June 2026, Ecuador’s President Daniel Noboa signed Executive Decree 427, consolidating the former Ministry of Development Human (formerly the Ministry of Economic and Social Inclusion) and the Secretariat of Peoples and Nationalities into the Ministry of Labor. The merged entity will operate as the Ministry of Labor and Human Development, with the absorbed institutions organized as vice‑ministries as needed. The decree also assigns the Social Register Unit to the new ministry and states that the absorbed bodies retain their legal personality and existing contracts.

The reorganization is part of a broader cabinet overhaul announced earlier by Noboa, aimed at reducing the number of ministries from fourteen to ten. No additional budgetary resources will be allocated for the merger, and Minister Cynthia Gellibert is designated to oversee the transition. The changes are intended to streamline government functions and improve coordination across labor, social, and development policies.
