Ecuadorian journalist Hernán Higuera targeted after Progen corruption investigation

The Inter-American Press Society (SIP) reported that journalist Hernán Higuera of Ecuavisa has been subjected to systematic harassment and retaliation by Ecuadorian authorities following his reporting on the Progen case. The investigation uncovered alleged fraud in the 2024 energy‑crisis contracts for used generators purchased from U.S. firm Progen Industries, with $104 million of public funds reportedly misused.

Higuera said state institutions, including the telecom regulator Arcotel and the communication oversight council Cordicom, were used to pressure his family: his wife was dismissed from a public agency and his son lost a medical residency position. SIP president Pierre Manigault described the actions as an "institutional intimidation pattern" that violates press freedom. Ecuadorian officials, including Public Administration Secretary José Julio Neira, have publicly criticized Higuera’s inquiries.

Other media and journalist organizations in Ecuador have condemned the attacks, calling for immediate cessation of the reprisals and protection of independent reporting.
