Ecuador's CNE readies November local elections as revocation talks and new canton emerge

The National Electoral Council (CNE) of Ecuador has completed preparations for the November 29 local elections, with more than 13.8 million registered voters expected to vote for prefects, mayors, councilors and members of the Council of Participation, Citizenry and Social Control. The council also issued a resolution setting maximum campaign‑spending limits for candidates, ranging from about $975 k in Guayas to a minimum of $20 k for small cantons, with a 30 % increase for Amazonian and Galápagos provinces.

A legal request to revoke President Daniel Noboa’s mandate is currently under review; the CNE must decide whether to release signature forms for a popular‑vote petition, a move that could trigger a nationwide referendum if approved. At the same time, the Assembly ratified the creation of Borbón as Ecuador’s 223rd canton in Esmeraldas province. The law mandates the CNE to register voters and call elections for the new canton’s mayor and councilors within 45 days.

Earlier in July, primary elections concluded with 235 political parties and movements participating, setting the stage for the upcoming November polls across all 24 provinces.
