Ecuador 2026 elections – CNE board rulings, ADN campaign

Entities: Mary Isabel Montesinos · Consejo Nacional Electoral (Ecuador) · Rafael Correa · Consejo Nacional Electoral · Los Ríos Province

Overview

The Tribunal Contencioso Electoral (TCE) provisionally suspended the Amigo movement for nine months, preventing it from fielding Revolution Ciudadana (RC) candidates in the 29 November sub‑national elections. RC leaders say their candidates will run on other party lists, and opposition protests outside the National Electoral Council (CNE) have denounced the measure as an assault on democracy. The CNE has filed a complaint with the TCE, accusing Amigo of insufficient financial reporting, raising concerns about confidence in the electoral system.

President Daniel Noboa has repeatedly backed Cynthia Viteri’s mayoral candidacy in Guayaquil, confirming her affiliation with Acción Democrática Nacional (ADN) and stressing she is not part of any alliance. During Guayaquil’s founding‑day celebrations on 24 July 2026, Noboa posted photos with Viteri and other local politicians, praising her voter connection. The ticket change that placed Viteri on the ADN list led former precandidate Niels Olsen to run for the neighboring Samborondón mayoralty.

Critics argue recent TCE rulings, including the suspension of both RC and Amigo, reflect political pressure and threaten the fairness of the election process.

On 25 July 2026 the CNE rejected all impugnations against members of the provincial electoral boards in Los Ríos and Loja, confirming their appointments and dismissing a challenge concerning a former Manabí board member. The council also updated the territorial electoral map for the 2027 elections, creating the new rural parish Mis Ecuador in Shushufindi and the new canton Borbón in Esmeraldas.

Later that month, Noboa outlined ADN’s first participation in the November local elections, noting the party has presented candidates for roughly 10,600 of the 11,000 available positions and aims to win a substantial number of offices. The announcement highlighted Julia Angulo’s candidacy for the Esmeraldas prefecture, a former Correa collaborator now running on a more conservative platform.
