Ecuador 2026 local elections: candidate shifts and logistics
Overview
Ecuador is preparing for sectional and Council for Public Participation and Social Control (CPCCS) elections on 29 November 2026. The National Electoral Council (CNE) is currently managing several concurrent processes, including the resolution of 219 objections filed against more than 53,500 registered candidacies nationwide.
Legal disputes regarding the Prefecture of Manabí have reached a significant resolution. The Electoral Contentious Tribunal (TCE) unanimously upheld the disqualification of Luisa González, who sought the candidacy through the Pachakutik movement. The ruling maintains that González failed to meet the movement’s internal requirement of two years of active membership. González, a former presidential candidate for the Revolución Ciudadana (RC) party, sought the Pachakutik nomination because her own party remains suspended following a judicial decision related to investigations into alleged organized crime and illicit campaign financing. Following the TCE ruling, González and RC leaders have accused President Daniel Noboa’s government of orchestrating maneuvers to eliminate political opposition.
In a parallel development, the CNE rejected the candidacy of Jaime Estrada for the same prefecture due to a procedural error regarding his re-registration by the local Sí Podemos movement. In response to these disqualifications, Gabriela Rivadeneira, president of the RC, has called for a mass null vote in Manabí, suggesting that reaching a specific threshold could force the annulment of the election process to defend against what the party calls a “fraudulent electoral process.”
Logistical preparations continue, with the CNE having accredited 354 electoral observers and designated 288,949 citizens to serve as polling station members. Authorities have announced strict sanctions for non-compliance, including fines for missing mandatory training or election day, and more severe penalties for abandoning polling stations.
