Ecuador's Electoral Council Denies Revocation Petition Against President Noboa

On 28 July 2026 the plenary of Ecuador’s Consejo Nacional Electoral (CNE) unanimously rejected the delivery of forms needed to collect signatures for a second revocation petition targeting President Daniel Noboa and Vice‑President María José Pinto. The council cited a lack of technical and legal compliance, noting that petitioners failed to provide objective evidence that the president violated the multi‑annual work plan or any constitutional obligations.

The request, promoted by the Frente Unitario de Trabajadores, the Unión Nacional de Educadores, indigenous groups and leaders such as Guido Perugachi and José Villavicencio, also did not individualise accusations against each office holder. The CNE’s legal report concluded that "no se ha demostrado el incumplimiento del plan de trabajo ni de las funciones ni obligaciones establecidas en la Constitución y la ley". This decision follows a prior denial of a first revocation attempt earlier in July, and the Tribunal Contencioso Electoral (TCE) is currently hearing an appeal against the CNE ruling.
