Ecuador's Noboa Declares 60-Day State of Exception Across Ten Provinces

President Daniel Noboa signed a decree on 17 June 2026 that imposes a new state of exception for 60 days in ten provinces and three municipalities of Ecuador. The measure authorises security forces to intervene to protect internal security, restore public order and neutralise criminal activity, including suspending the inviolability of dwellings to allow raids without a prior judicial order.

The decree follows the lapse of a previous emergency regime 16 days earlier and comes after a surge in homicides, with the Interior Ministry reporting about 9,300 killings in 2025, the highest rate in Latin America. Authorities say the step is necessary to curb organised crime and restore citizen safety.
